Public Complaint Investigator - INV000995 Employment Type: Permanent Full-time Location(s): SK-Stoon-Saskatoon Ministry: 003 Justice Salary Range: $6,283 - $8,116 Monthly Grade: MCP.06. The Public Complaints Commission in the Ministry of Justice is responsible for ensuring that both the public and police receive a fair and thorough investigation of a complaint against a municipal police or an investigation of a possible criminal offence by a municipal police officer.
The Commission is seeking a highly-skilled and motivated individual for the permanent full-time position of Public Complaints Investigator located in Saskatoon. As the Investigator, you will thoroughly and impartially investigate complaints about police officers of all ranks, balancing and protecting the rights of complainants, witnesses, and police officers to ensure that all facts are revealed.
Reporting to the Director of the Public Complaints Commission, the Investigator will be responsible for: Planning, conducting, and reporting on all levels of public complaints against municipal police officers, special constables, including criminal allegations originating from a public complaint; Conducting sensitive investigations of internal allegations of sexual harassment within municipal police services; Conducting comprehensive, objective investigation and reviews of public complaints including minor allegations of misconduct to major allegations which may require statutory and/or Criminal Code investigation; Preparing for and testifying at Police Act hearings and criminal court; and Preparing detailed written reports to the Director on the findings and status of investigations including recommendations on the findings of an investigation that may support formal disciplinary action and/or criminal charges.
As our successful candidate, you will have strong communication skills and: Knowledge of conflict resolution and enforcement/investigative theories and principles; Knowledge of the Criminal Code of Canada, The Police Act, 1990 and other similar federal and provincial statutes; Extensive experience conducting criminal, internal, and public complaint investigations including the preparation of search warrants and preparation of files for prosecution; Significant expertise and judgment in determining impropriety and/or misconduct; Successfully completed advanced investigation/interview courses and demonstrated the ability to utilize these contemporary investigational interview and interrogation techniques; and Established credibility within the community including law enforcement, First Nations, and other cultural communities. You will demonstrate: High ethical standards and integrity in order to produce unbiased work; The ability to be neutral and impartial to ensure the integrity of the investigative process; Confidence and comfort in your investigative abilities in order to effectively interview police officers who are highly-skilled investigators in their own right; and You are proactive in order to independently manage a challenging and diverse workload.
Typically, the knowledge and experience required for success in this position would be obtained through the completion of a post-secondary degree from a National Police College or Federal Bureau of Investigation supplemented by several years of policing and law enforcement experience or working as an investigator in a professional standards environment of a major police service.
